In 1997, the BSA developed a set of special clothing and insignia items to support the Commissioner in the field. This included a special windbreaker jacket, a black Commissioner hat, white polo shirts, and this neckerchief -- all with the BSA Commissioner wreath and Tenderfoot (universal) emblem. It was hoped that all Commissioners would wear these pieces of uniforming to distinguish them and their special role of being assistor, helper and information conduit.
It did not work. Most Commissioners did not know that the items were available; and the BSA did not do a good job in promoting it. The items are currently on clearance, and there are still some Scout Shops(tm) which still have the neckerchief. It is appropriate wear with any neckerchief slide or woggle, and may be worn with the Wood Badge instead of the MacLaren Tartan neckerchief.
(Over time, I will add other items to this page -- the polo shirts, hat, and windbreaker.)
