officially in 2001; therefore, all Cub Scout year pins presented
SHOULD BE with yellow backing since Tiger Cub Scouting is now
considered year one of Cub Scouting.)

Can you explain further about the service pins. At the end of your 1st
year in Cub Scouts you have graduated from Tiger Cubs and you are now
presented a 1yr star with an orange background.
Correct. Tiger Cubs wear a one year (or plain star without the "1" in the
center) year pin.
At the end of your next year you are presented with a service star that
goes on a yellow background. My question is this. Would the service star
presented after that 2nd year for the yellow background be a 1yr or a 2yr
star.
It would be a one year service star on a yellow background, to represent the
one year spent as part of Cub Scouting.
Before Tiger Cubs was incorporated into the Cub Scouting program, the BSA
treated Tiger Cubs as a separate component of Cub Scouting (just like they
do with regard to Varsity Scouting and Boy Scouting. Varsity Scouts wear a
different backed year pin than their Boy Scout peers). This is why after
the first and sole year in Tiger Cubs, a Cub Scout "starts over again" with
year ONE as a Cub Scout. At the end of the first year of Cub Scouting, the
tenure star he should receive is a ONE YEAR service star on a YELLOW
backing, to represent the first year spent as a Cub Scout.
Since you are wearing both stars it would seem to me that you would wear 2
1yr stars.
Correct. On the uniform, the Cub Scout would have the one year star for
Tiger Cubs and the one year pin for Cub Scouts.
If you chose not to wear the Tiger background you >could wear a 2yr star on
the yellow background. Is this correct or am I still confused?
No, that's NOT correct. Remember, Virginia, not every boy starts out in
Cub Scouting as a Tiger Cub. Some boys enter Cub Scouting at the first year of
Cub Scouting; and still other boys come in during the WEBELOS years (year
one or two). So that's why it's important NOT to lump together the Cub
Scout and Tiger Cub year pins....that one year of Tiger Cub Scouting is important and
should be distinguished from the one, two, three or four years spent as a
Cub Scout.
