The Crest of Leadership (shown above) was designed by "Green Bar Bill" Hillcourt as a replacement
for the various local Council youth leadership training courses. The Crest was used by the BSA (and is
STILL used by some 30 or so local Councils) to award to youth leaders for completing a set of
individual training application requirements (similar to a "ticket" which Wood Badge participants must
complete) in order to receive and wear the emblem. The emblem was originally designated as a "permanent"
emblem but that designation was removed by the BSA in 1980 with the end of the "ALL OUT FOR SCOUTING!"
leadership training emphasis.
There are several versions of the Crest out there. In 1981, the leadership of the Blue Grass Scouting Alliance
Club at Eastern Kentucky University asked and received permission to alter the Crest and to use it as its official
organizational crest. More information on the Crest of Leadership and the BGSA can be found

"Brownsea" Strip emblem
Brownsea Youth Leadership Training emblem
The "Brownsea" (also called the "Brownsea Double-Two") strip emblem is a uniform item which if earned, may be
PERMANENTLY WORN by those who have earned the strip from 1976 to 1982; and TEMPORARILY WORN
by Boy Scouts and Varsity Scouts upon their Council's approval.
The BROWNSEA strip is STILL considered by the BSA to be a PERMANENT AWARD and is
worn as shown in the illustration below. It is worn immediately BETWEEN the
bottom edge of the unit number(s) and the badge of office emblem.
The strip is worn by graduates of the Brownsea-Double Two portion (the junior
leadership development) of the ALL OUT FOR SCOUTING! program. Many other local
Councils still use the strip in connection with their National Youth Leadership
Training (NYLT) course and award the strip after a period of leadership
development project work similiar to the Wood Badge "ticket" before the Wood
Badge is awarded.
